Hi Brian,
I have found some thngs which may be relevant to this dream. The Taepodong-2 missile which North Korea recently test-fired is a two-stage missile project, so maybe "Stage 12" in your dream drawing actually means they are taking the missile from stage 1 to stage 2? I am guessing "DOD" refers to the Department of Defense.
Also, regarding the numbers, both 239 and u235 can refer to plutonium/uranium nuclear materials (Pu-239 or U-235 rods) which can be used in nuclear weapons: "The bomb dropped on Hiroshima...had 64.1 kg of uranium enriched to about 80% of U-235. It had the explosive power of 15,000 tons of TNT and killed about 200,000 people." From: http://www.asianresearch.org/articles/1364.html
I am not an expert in this stuff, but the numbers in your dream seemed relevant to nuclear materials to me.  I hope this helps - and if the dream is a warning of what is to come, I sincerely hope it can be stopped.
