A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

Markings and/or Distinguishing Characteristics Caucasian female. Blonde hair, blue eyes. Hall has a large vertical surgical scar on her abdomen. She has a deep, wide horizontal scar on her buttocks. Hall has faded scars on her chin and on both of her hands. Her blood type is O. She also has a Richmond orthodontic screw implanted above her right eye and a surgical plate inserted in her skull, and she has previously fractured her fingers. Her first name may be spelled "Billy."
Details of Disappearance Hall departed from Jessup, Maryland on February 28, 1985. She and a friend were going to drive Hall's camper to Daytona Beach, Florida to attend a biker convention. Some reports state the camper was a Nissan or Datsun model; others say it was a 1984 Marago. Hall planned to return to Maryland in two weeks.
Hall and her companion reportedly met a man named "Aubrey" in Virginia, and the three then traveled to Brunswick, Georgia. Her friend then got into a disagreement with her and left, returning to Maryland on March 3.
Hall never came back to Maryland. She was reported missing after she failed to contact her loved ones within four weeks after her initial departure. Authorities discovered her credit card was used multiple times in Daytona Beach, but not by Hall. A male person was using the cards.
In August 1985, the camper turned up in Aubrey's possession in Cameron, Oklahoma. He said he and Hall arrived in Daytona Beach together and she left with someone else and never came back, so he took the camper. He was charged with theft.
Foul play is suspected in Hall's , which remains unsolved. Maryland authorities are handling her investigation.
