Authorities have not identified an alleged motive,[20] but they believe that he acted alone and did not know anyone at the parade.[21][22] Police Chief Daniel Thompson said it was not a terrorist event.[7] On November 23, police reported that Brooks deliberately targeted the crowd.[23]
