Missing Person Photos

A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

According to current statistics, 4,000 people in the United States go missing every day. Sometimes a child suddenly vanishes from the bus stop or the local park or even from their own yard or bedroom. Or a teenager doesn�t return home after a walk to the neighborhood grocery store or a bike ride or a party with friends. Other times, an adult is mysteriously absent from their job or neighbors haven�t seen them for several days, and family and friends haven�t heard from them either.

Markings and/or Distinguishing Characteristics Caucasian male. Red hair, blue eyes. Francis's nickname is Earnie. He has a circular indented scar on his lower leg, three piercings in his left ear, and possible piercings in his right ear, tongue and eyebrow. Francis wears eyeglasses. He has the following tattoos: a red and green Grim Reaper on his left shoulder with Indian feathers underneath it, a scorpion on the inside of his lower right arm, the word "METALLICA" on his right wrist, a spider skeleton on his upper back and a cartoon of googly eyes on the left side of his chest. Details of Disappearance Francis was last seen in Sistersville, West Virginia on May 4, 2011. That day at 3:00 p.m., he left his mother's home with his three oldest children to go an appointment. He was driving his brother's Geo Tracker at the time.
After the appointment, at 5:36 p.m., Francis called his mother's home from his cellular phone to ask his brother if he could drive his car to work. His brother consented.
This was apparently the last call Francis made. He got gasoline after the call, and was filmed on the gas station's surveillance cameras. His estranged wife stated the last time she saw him, he said he was going to the nearby hydroelectric dam to use their bathroom. He never arrived at work and has never been heard from again.
It wasn't unusual for Francis to work through the night, so his family wasn't concerned when he didn't come home and they didn't realize he was missing until May 6, when his boss called his mother to say he hadn't been to work and wasn't answering his phone.
His father went looking for him and found the Geo Tracker parked at the dam. It was locked and Francis's cellular phone, wallet, money, keys, belt and the medallion from his necklace were inside it, but there was no sign of him at the scene.
Francis is a 1993 graduate of St. Mary's High School. He lived with his mother on McKinley Street in Sistersville and worked for Rice's Construction at the time of his disappearance. He was also studying at online for a bachelor's degree in criminal justice from Colorado Tech University.
Francis has four children who lived with his estranged wife but visited him regularly, and his loved ones stated they don't think he would have abandoned them. His mother said he was behaving normally on the day of his disappearance.
New Martinsville, West Virginia police are investigating his ; he is missing under unclear circumstances.
