A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

Or a teenager doesn�t return home after a walk to the neighborhood grocery store or a bike ride or a party with friends. Details of Disappearance Gafforio was last seen at the Spa Lounge in the Port Richmond area of the New York City borough of Staten Island at 4:00 a.m. on June 9, 1984. He had gone out drinking and first went to Mugs Away, but was declined service. He then went to the Spa Lounge and stayed there until closing time. Gafforio has never been heard from again. He was reported missing at 7:00 p.m.
Andre Rand, a mentally incompetent convicted child sex offender from New York, is considered a possible suspect in Gafforio's disappearance, as well as the disappearances ofAlice Pereira, Tiahease Jackson,Ethel Atwell and Audrey Nerenberg.
He was convicted in connection with the 1987 New York kidnapping of a twelve-year-old girl named Jennifer Schweiger, had Down Syndrome and who was murdered on the grounds of the now-defunct Staten Island Developmental Center (formerly known as the Willowbrook State School) near his campsite. He was not convicted of her murder; the jury could not reach a verdict on that charge.
Rand was also convicted of kidnappingHolly Hughes, who is still missing. With the exception of Nerenberg, all of Rand's suspected victims vanished from Staten Island. Gafforio lived with his parents and three brothers in the 90 block of Heberton Avenue, on the same block as Rand and just around the corner from Holly's residence.
It has not been proven that Rand was involved in Gafforio's disappearance. His remains unsolved and foul play is suspected.
