A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

Sometimes a child suddenly vanishes from the bus stop or the local park or even from their own yard or bedroom. Or a teenager doesn�t return home after a walk to the neighborhood grocery store or a bike ride or a party with friends. Markings and/or Distinguishing Characteristics Caucasian female. Brown hair, green eyes. Rubio-Montejano's nickname is Jess, and she frequently uses the last name Moore. Her hair was cut short and partially shaved at the time of her disappearance, and had the letters "SIC" shaved into it. Her ears are pierced multiple times each. Rubio-Montejano has the following tattoos: two footprints and a butterfly on her left breast, four stars and the names "Jonah" and "Kaylyn" on her right breast, the name "Jonah" on the outside of her right forearm, and the name "Kaylyn" on her shoulder. The breast tattoos are usually visible when she wears street clothes; photos of them are posted with this summary.
Details of Disappearance Rubio-Montejano was last seen in the vicinity of south Wenatchee Avenue and Ferry Street in Wenatchee, Washington at 6:30 p.m. on June 23, 2016. A witness said they saw a woman resembling her getting into a dark-colored car, possibly a late 1980s model Buick, with a Hispanic male; however, the witness later recanted their statement. She has never been heard from again.
Rubio-Montejano left behind two young sons. Her family stated she was vulnerable due to her mental conditions, and had occasionally been homeless. It's uncharacteristic of her to leave without warning; she kept in regular touch with her mother, and stopped by her family's home on a regular basis. Authorities don't believe she could have survived on her own, without help from her mother, for long.
The last time Rubio-Montejano's mother talked to her was on June 20, three days before her disappearance. She was at Catholic Family Services with a counselor at the time, and the counselor said she was manic. For unclear reasons, she had cut her hair off and partially shaved her head shortly before her disappearance, and shaved the initials "SIC" into it. Her family doesn't know what the initials meant.
Her cellular phone and food stamp card have not been used since she was last seen. Her wallet was located by someone and mailed to her mother's address. Police stated they're investigating her as a probable homicide. Her remains unsolved.
