Missing Person Photos

A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

Sometimes a child suddenly vanishes from the bus stop or the local park or even from their own yard or bedroom. Or a teenager doesn�t return home after a walk to the neighborhood grocery store or a bike ride or a party with friends. Other times, an adult is mysteriously absent from their job or neighbors haven�t seen them for several days, and family and friends haven�t heard from them either.

Clothing/Jewelry Description A gray-striped orange t-shirt, gray or blue baggy shorts, and sneakers.
Medical Conditions Scott was depressed at the time of his November 2001 disappearance and was taking medication for it. He is asthmatic and is required to take daily medication to regulate his condition. It is not known if Scott was carrying his prescriptions at the time he disappeared. Scott has a history of alcoholism and drug abuse. He was a victim of child abuse; this has caused him mental problems and lapses in memory. He is classified as disabled.
Markings and/or Distinguishing Characteristics Caucasian male. Graying brown hair, brown eyes. Scott has tattoos on his right shoulder and on both arms, including a tattoo of a brown owl and a tattoo that reads "Born in the USA" or "Born to be Free," possibly in red and blue letters. He was unshaven at the time of his disappearance. Scott wears bifocal glasses with rectangular black wire frames. He has scars on his leg, right finger, and his arm.
Details of Disappearance Scott was last seen walking down his street in Jacksonville, Texas on November 3, 2001. He has never been heard from again. Scott was reported missing after he failed to show up for his first day at a new job.
An extensive search of the area near his home provided no clues as to Scott's whereabouts. He had been unemployed for years at the time of his disappearance and thus had very little money.
Scott resided in the Plantation Estates community in the vicinity of the 400 block of Fireleaf Street, off of Highway 79 and Myrtle Drive, at the time of his disappearance.
His sister said that he had been assaulted by one of his neighbors on two occasions prior to his disappearance. She claims someone once pushed Scott's truck into the river while he was inside it. This alleged incident was not reported to police. Trace amounts of blood were discovered near Scott's home, but laboratory tests determined that they did not belong to him.
Authorities questioned three possible suspects in Scott's , but there have not been any arrests due to a lack of evidence. Foul play is possible in his disappearance, but there is little evidence to indicate his fate.
