A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

According to current statistics, 4,000 people in the United States go missing every day. Sometimes a child suddenly vanishes from the bus stop or the local park or even from their own yard or bedroom. Or a teenager doesnt return home after a walk to the neighborhood grocery store or a bike ride or a party with friends. Other times, an adult is mysteriously absent from their job or neighbors havent seen them for several days, and family and friends havent heard from them either.

Markings and/or Distinguishing Characteristics Caucasian male. Black hair, brown eyes. Harker's nickname is Kenny. He wears eyeglasses and he has scars above both eyebrows.
Details of Disappearance Harker was last seen in Sioux City, Iowa on October 5, 1996. He resided in the 500 block of Colon Street at the time. He was supposed to meet his mother that day, but never showed up. She assumed he had forgotten.
That same day, his white 1977 Chevrolet Suburban was found abandoned on a gravel road, K-42, near Sioux City. Its doors were open, the fuel tank was empty and the tires were flat.
On October 9, after several failed attempts to contact him, Harker's mother went to his house and found it deserted. The dog was there and had not been fed, and Harker's medication was left behind.
His mother became alarmed and reported her son's disappearance to police. She stated Harker was very close to his dog and took it with him most places, and it would be uncharacteristic of him to abandon the animal without making sure it would be cared for.
A local mechanic and friend of Harker's disappeared at about the same time Harker did. He returned home several days after Harker was reported missing, but moved away from the area shortly afterwards.
This mechanic had a reputation for swindling people and he had many enemies as a result. Authorities searched the man's sister's property for Harker's remains, but found nothing. The mechanic was never charged in Harker's .
Although there is no hard evidence of foul play in Harker's disappearance, investigators believe he may have been murdered. He enjoyed working with motorcycles and playing the guitar in 1996. His remains unsolved.
