A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

Details of Disappearance Dione was last seen in Tiawah, Oklahoma on September 1, 1996. She has never been heard from again. Eight months after she disappeared, her car was found abandoned in Noel, Missouri, with her keys and purse inside it. Her mother lived in Noel.
Dione and her husband, Tony Fox, divorced in November 1993. Dione obtained a protective order against him a few months after their divorce was final. In May 1996, Dione told police that Tony had hit her and told her, "I'm going to get you in the dark when nobody's around."
Tony was charged with assault and violating the protective order, but Dione disappeared before the could come to court and the charges were dropped.
Tony claims he and Dione reconciled a couple of years after their divorce and that Dione had lied about the incident where he was charged with assault; he stated she hit him and he only struck her back in self-defense and never threatened her.
Tony stated Diane didn't want to press the charges against him and told him she was going to her mother's home in Noel, where her car was later found, to avoid the court . He maintains his innocence in her disappearance and says two people saw her alive after she disappeared.
Foul play is suspected in Dione's disappearance. Her family described her as a devoted mother who wouldn't have abandoned her children, and there has been no activity on her Social Security number since 1996.
