A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

According to current statistics, 4,000 people in the United States go missing every day. Sometimes a child suddenly vanishes from the bus stop or the local park or even from their own yard or bedroom. Or a teenager doesn�t return home after a walk to the neighborhood grocery store or a bike ride or a party with friends. Other times, an adult is mysteriously absent from their job or neighbors haven�t seen them for several days, and family and friends haven�t heard from them either.

Markings and/or Distinguishing Characteristics Caucasian male. Gray hair, blue eyes. Rupp is ly blind. He may have some facial hair, possibly a goatee.
Details of Disappearance Rupp was last seen in Palm Harbor, Florida sometime in mid-August 2012. He left his home at Harbor Club Downs Condominiums in the 400 block of Alternate U.S. Highway 19 south to go get his computer fixed, and never returned. He has never been heard from again.
The complex management called the police on August 21 when they smelled a foul odor coming from his condo. It turned out to be Rupp's Labrador Retriever, which had died of thirst and starvation. Authorities initially investigated the as animal abuse/neglect.
The condominium complex management notified the police when Rupp didn't return home by September 15, and neighbors filed a missing persons report.
On September 28, two of Rupp's checkbooks were found near a transit camp in the vicinity of U.S. 19 and Nebraska, three miles from his home. Someone other than Rupp tried to cash checks on account after he was last seen.
Rupp had been known to take in homeless people from time to time, and his roommate, Robert "Bobby" Worden, had previously been homeless. A photo of Worden is posted with this summary. After Rupp's disappearance, he moved to Arkansas. He was arrested there in August 2015 for grand theft and forgery; he allegedly forged some of Rupp's checks.
Authorities would like to identify and question one of Worden's associates from Arkansas. They believe this individual may have information on Rupp's disappearance.
The person is described as a Caucasian male who is going bald and missing some missing teeth. He has a tattoo on his shoulder of an eagle with wings looking like the United States flag. He and Worden were seen together at Ken's Stop-and-Shop in the 700 block of Broadway Street in Van Buren, Arkansas.
Rupp can't drive, doesn't own a car and didn't go to many places because of his vision problems. His neighbors stated he cherished his dog and would never have abandoned it without food and water.
He had moved to Florida in 2009 and was estranged from his family; his brother described him as a secretive man who frequently moved around without saying where he was going or why. His remains unsolved; Rupp is considered missing under suspicious circumstances.
