A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

Details of Disappearance Wiggins was last seen in Pitt County, North Carolina on November 20, 1988. At 10:30 a.m., he received a telephone call, and afterwards he acted fearful and refused to say who the call was from. A short time later, he left his house with $500 in cash and never returned.
He has never been heard from again. A month after his disappearance, his light blue 1978 Oldsmobile was found abandoned in a wooded area off Maple Cypress Road in Craven County, North Carolina. Wiggins often cut down trees for money, and he had three chainsaws in the trunk of his car at the time of his disappearance. When his vehicle was located, one of the chainsaws was missing.
According to his brother, Wiggins lived quietly and frugally. He never married or had any children, and worked for theGeorgia-Pacific Railroad for most of his adult life. His brother stated he also smoked marijuana and sometimes sold it.
His brother believes he was murdered and possibly cut up with the missing chainsaw and fed to pigs. He believes he who the assailants were; he thinks they were people whom Wiggins had known well and trusted. One of the suspects in his disappearance was killed in a car wreck shortly after Wiggins disappeared. The person's identity has never been released.
Foul play is suspected in Wiggins's disappearance, but little evidence is available in his . He was declared ly dead in 2007.
