A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

She had highlights in her hair at the time of her disappearance. Ruiz has a skin discoloration on her back, a tattoo of vines and butterflies on her abdomen, and a tattoo of a star and butterfly on her left hip. Her ears are pierced.
Details of Disappearance Ruiz was last seen at on Military and Commercial Streets San Antonio, Texas at 8:00 p.m. on December 16, 2006. She was driving her 1999 Volvo convertible with the Texas license plate number 908KJJ at the time; the vehicle is forest green with a brown top.
She told her family she was going to purchase a laptop computer from a man and would attend a party afterwards. Authorities believe she actually went to a man's house to il ly purchase the prescription pain medicine Vicodin.
A week after she disappeared, Ruiz's Volvo was located unlocked and abandoned in a field off Interstate 35 in south Bexar County, Texas. The license plates had been removed, the keys were missing and there was no sign of Ruiz at the scene. She has never been heard from again.
Her family describes her disappearance as completely out of character; they are concerned for her safety and believe foul play was involved in her . She worked as a respiratory therapist and was a single mother of five children, and resided in the 7400 block of Rimhurst in San Antonio at the time she went missing. Her remains unsolved.
