A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

Details of Disappearance Tariq and his nine-year-old sister, Sarah, disappeared from Miami, Florida on May 9, 2003 when their non-custodial father, Ahmed Abdulla Elsafi, picked them up for a scheduled visitation. He was supposed to return the children to their mother on May 11, but never did.
The children's mother, Mayra Elsafi, who is Ahmed's ex-wife, reported their abductions to police on May 14 and was subsequently granted sole custody of Sarah and Tariq. A felony warrant for kidnapping was issued for Ahmed on April 12, 2004.
Photos of Ahmed are posted with this summary. His date of birth is September 22, 1961, making him 42 years old at the time of the children's abduction. He's described as African-American, 5'11 and 205 to 220 pounds, with black hair and black eyes.
Ahmed may use the alias dates of birth September 23, 1961, September 24, 1961 and/or October 18, 1969. He may use the alias names Ahmed Abdalla, Mohamed Abdullah, Ahmed Mohamed, Ahmed Hamood, Hamood Ashemimry and/or Mohamed Elsafi. He was born in Sudan. He has work experience as a mechanic for an American airline and could also work as a pilot.
Sarah was found safe in September 2018; by this time, she was twenty-four years old. Her brother remains missing, however. Tariq and Ahmed may have traveled to Canada, Sudan, Yemen or Saudi Arabia.
