A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

Details of Disappearance Robles departed from Matagorda Bay, Texas on September 8, 2000 for a deep sea fishing excursion with two friends, Hilario "Larry" Cardenas and Daniel "Danny" Gonzales. The men were traveling in a 25-foot white 1985 Wellcraft boat with a Bimini top, a cuddy cabin and twin 115-horsepower Yamaha outboard engines.
Photos of the boat are posted with this summary. The boat's hull identification number is 1BTBKRR20D1202790. Its description number is ELA8576M82B248 and its Texas registration number is 4113EF. Robles's group never returned to port and their boat has never been located.
The United States Coast Guard launched an extensive search for the group on September 11, 2000, three days after they departed from the bay. Two of the men's coolers were found floating in the water; one of them was tied to a shoe. No other evidence was located and the search was halted on September 15.
Leg bones, including a femur severed several inches above the knee, were discovered on the beach at Mustang Island on September 18, 2000, ten days after Robles's group disappeared. Additional skeletal remains were also located in Kleberg County, Texas south of Nueces County on September 22, 2000.
DNA tests proved that the remains located in the areas were those of Cardenas and Gonzales. The medical examiner was not immediately able to determine the men's cause of death.
The boat has never been located and Robles remains missing. Authorities said it was odd that debris from the boat were not discovered. His remains unsolved.
