A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

Markings and/or Distinguishing Characteristics Caucasian female. Brown hair, blue eyes. Williams may use the alias name Bobbie Jo. She has a tattoo of the letters "JENFR" across her knuckles, and may have had other tattoos as well. She wears an upper denture plate. At the time of her disappearance, her hair was bleached blonde; she may also dye it black.
Details of Disappearance Williams was living with a man in Sandy Springs, Georgia in early 1988. She told her mother she was afraid of the man and wanted to leave him. The couple sometimes visited her family in Ohio and stayed at the Rogers Hotel in Wheeling, West Virginia during the visits; she kept a room there.
In February 1988, the man Williams had been staying with called her family collect and said she'd left him and was en route to the Ohio Valley area. Her family reported her missing shortly thereafter. They never heard from her again.
Williams's family has not heard from her since early 1988. She had a troubled, high-risk lifestyle; she was a known drug user and sex worker, frequently hitchhiked and visited bars, and had an arrest record. However, her family says it is uncharacteristic of her to be out of touch with them for so long or to abandon her young daughter.
Since Williams disappeared, there hasn't been any activity on her Social Security number; both police and her family believe she was murdered. Both Ohio and Georgia authorities are investigating her .
