A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

Sometimes a child suddenly vanishes from the bus stop or the local park or even from their own yard or bedroom. Or a teenager doesn�t return home after a walk to the neighborhood grocery store or a bike ride or a party with friends. Other times, an adult is mysteriously absent from their job or neighbors haven�t seen them for several days, and family and friends haven�t heard from them either.

Markings and/or Distinguishing Characteristics Asian female. Black hair, brown eyes. Nguyen uses the first name Anna. She may change the order of her names, as in "Nguyet Nguyen Minh" and/or "Minh Nguyen Nguyet," and may use the birth year 1968. Her ears are pierced.
Details of Disappearance Nguyen was last seen after she dropped her fiance off in west Seattle, Washington on November 9, 1998. They had plans to fly to Reno, Nevada and get married later that day. She has never been heard from again.
Two days later, her white 1996 Acura Legend with the Washington license plate number 855FDS was found at the Riverside Inn, a bar and casino in the 14000 block of Interurban Avenue south in Tukwila, Washington.
In the days after her disappearance, Nguyen's ex-boyfriend, Phan Kim Seng, used her debit card at cash machines at various Seafirst banks in the Seattle area. He was later charged in connection with his unauthorized use of the card. A photo of Seng is posted with this summary.
Less than two months before Nguyen disappeared, Seng had been accused of choking her, destroying her property and disabling her phone after she tried to break up with him. He was charged with fourth-degree assault and third-degree malicious mischief in connection with the attack.
Nguyen's fiance was cleared of suspicion in her , but Seng gave many different stories as to his whereabouts at the time Nguyen went missing, and he was always a suspect.
In 2019, he was charged with her murder. Seng is awaiting trial. Authorities haven't said much about the evidence against him, but suggested a possible motive was to keep Nguyen from testifying against him in the assault , and to stop her from getting married.
Nguyen left behind an eleven-year-old daughter and an elderly mother, whom she lived with. She was employed as a hair stylist at the Hair Masters salon in Burien, Washington. Foul play is suspected in her due to the circumstances involved.
