A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are unknown. A person may go missing through a voluntary disappearance, or else due to an accident, crime, death in a location where they cannot be found (such as at sea), or many other reasons. In most parts of the world, a missing person will usually be found quickly. While criminal abductions are some of the most widely reported missing person cases, these account for only 2 to 5 percent of missing children in Europe. By contrast, some missing person cases remain unresolved for many years. Laws related to these cases are often complex since, in many jurisdictions, relatives and third parties may not deal with a person's assets until their death is considered proven by law and a formal death certificate issued. The situation, uncertainties, and lack of closure or a funeral resulting when a person goes missing may be extremely painful with long-lasting effects on family and friends. A number of organizations seek to connect, share best practices, and disseminate information and images of missing children to improve the effectiveness of missing children investigations, including the International Commission on Missing Persons, the International Centre for Missing & Exploited Children (ICMEC), as well as national organizations, including the National Center for Missing & Exploited Children in the US, Missing People in the UK, Child Focus in Belgium, and The Smile of the Child in Greece.

According to current statistics, 4,000 people in the United States go missing every day. Sometimes a child suddenly vanishes from the bus stop or the local park or even from their own yard or bedroom. Or a teenager doesnt return home after a walk to the neighborhood grocery store or a bike ride or a party with friends. Other times, an adult is mysteriously absent from their job or neighbors havent seen them for several days, and family and friends havent heard from them either.

Clothing/Jewelry Description A work uniform consisting of navy blue pants, a plain gray pocket t-shirt and boots.
Medical Conditions Hourihan suffers from a serious heart condition requiring daily medication. If he misses even one dose, he will have symptoms including cold sweats, vomiting and a severe headache. His condition will become life-threatening if he goes a week without his medicine. Hourihan left his medicine behind and has never refilled his prescription.
Markings and/or Distinguishing Characteristics Caucasian male. Blond/red hair, blue eyes. Hourihan has a beard. His nickname is Rob.
Instead of going to work, Hourihan drove northwest on Route 53. He had breakfast at the E.W. Thomas Grocery Store in Palmyra at 8:00 a.m.; he had previously worked at the business and was well-known there as a result. He was planning to meet a male friend, but never arrived for the meeting. When he had breakfast was the last time anyone saw him; he has never been heard from again.
On May 28, a fifty days after his disappearance, Hourihan's car was found parked on the edge of the parking lot of a Target store in La Plata, Maryland. This is 115 miles away from his home.
Some of Hourihan's belongings, including his brown work shirt and his valuable electrician's tools, were still inside it and there was no evidence of a crime. Authorities tried to find security footage of when the car was parked in the lot, but by the time they'd learned where the car was, the footage had been recorded over.
Hourihan had been married for nearly thirteen years prior to his disappearance, and they had a six-year-old daughter together. His wife believes he was murdered, as she doesn't think he would have abandoned their daughter. She doesn't believe he was being unfaithful or was involved with drugs, and describes their relationship as a close and loving one. She stated they don't know anyone in Maryland and she doesn't know why Hourihan might have traveled there.
Investigators believe multiple people were involved in his disappearance, and that the perpetrator(s) were probably known to Hourihan. His remains unsolved and foul play is suspected.
